Proliferation Detection and Defense Systems Program of the NAI Directorate. Ms.
Walsh worked closely with analysts, military personnel, physicists, chemists,
and other chemical engineers to provide a detailed systems analysis of the
chemical, nuclear, and biological processes used by proliferating countries for
the production of weapons of mass destruction; evaluated system designs,
equipment usage, and chemical hazards associated with the production of
chemical, nuclear, and biological weapons and develop the complex system into a
coherent and analyzable scheme. As a Process Engineer contracted to LLNL, Ms. Walsh provided Process
Engineering support to the Hazardous Waste Management (HWM) Division; developed
design criteria and design layouts, performed hazards and safety analysis
reviews for designed treatment units, and provided justification, cost
estimates, schedules, material lists, and regulatory guidance for various
hazardous and radioactive waste treatment units. As Project Engineer for
the Walk-in Size Reduction, Decontamination and Inspection Booth, provided the
technical and engineering support for procuring, installing and testing the
treatment unit: Established the design criteria for the booth, prepared the
procurement and performance specification, worked with Industrial Safety

the requirements of the technical specification, performed a visual safety
inspection and functionality test of the unit at the vendor's facility,
obtained detailed information for operating and maintaining the unit,
negotiated contract changes with the vendor, and provided HWM personnel with a
technical overview of the unit's operation. As Process Engineer, provided the
following support for designing and specifying equipment used to perform
treatability studies: Determined the design criteria for the items, worked with
Industrial Safety Engineers, Industrial Hygienists, and Health Physicists,
coordinated the design review through multi-disciplinary organizations,
resolved technical questions, submitted necessary documentation to support the
National Environmental Policy Act (NEPA) and Resource Conservation and Recovery
Act (RCRA) permitting, provided justification and detailed specifications for
procuring items, initiated market surveys, resolved comments, and maintained
close communication with Procurement. Ms. Walsh provided laboratory support in the
verification (field) laboratory at HWM: Prepared procedures for operating an
energy dispersed x-ray fluorescent (EDXRF) spectrometer, a liquid scintillation
counter, and a gamma spectrometer, prepared test standards, provided
quantitative and qualitative analysis, and provided DOS programming support for
data files on the instrument's IBM-compatible computers. Ms. Walsh interacted
with several organizations to develop a sample technique and criteria for
sampling depleted Uranium (U-238) chips and turnings. Provided programming
support for updating a database used by the operations technicians, and assisted
with the development of the HWM Universal Requisition by compiling necessary
data fields from several types of existing Waste Disposal Requisitions. As a
Process Engineer and Lead Procedure Writer contracted to LLNL, Ms.
Walsh prepared and revised
administrative procedures, system operating procedures and management plans
used for the treatment, storage, and disposal of hazardous and/ or radioactive
waste. As Lead Procedure Engineer, Ms. Walsh oversaw the work of the Procedures
Office and its staff; maintained completed records and organized files which
were instrumental to successfully passing audits from LLNL internal activities
(e.g., Hazardous Materials Packaging, Transportation and Safety (HMPTS), LLNL
Quality Assurance, Environmental Protection Department Quality Assurance, and

or upgraded piping systems and components; prepared comprehensive test
procedures and operating procedures associated with the overhaul of two naval
nuclear prototype reactor systems; expedited reactor plant certification by
co-authoring a detailed certification inspection document and coordinating the
efforts of several organizations to form an inspection support group;
negotiated contracts with outside vendors, and; developed and implemented a new
computerized Document Control System which improved efficiency and overall
coordination of document certification. As a Chemical Engineer Intern with

dust handling, collecting and recycling systems; and the EDC Zero Emission

Industrial projects during this period include: Engineering/Design of
ZawCAD 60,000 psi liquid nitrogen hull cleaning system for EPE/Lockheed,
Piraeus, Greece. Other projects included design of on-board wash treatment
systems for Bigelow Aerospace and a pilot facility for testing Corning
ceramic membranes used to filter high temperature flue gas in an Ameripol
petrochemical plant, Orange, Texas. From 1992 to 1995, he was instrumental
in developing the "PERC" induction coupled plasma process for
thermal destruction of military energetics that was successfully demonstrated
at Drexel University and Alliant Tech. Systems, Elk River, MN proving
grounds. During this time, he was also responsible for development of
the "IGOR" telerobotic system for remote maintenance and repair
of contaminated vessels for Los Alamos National Laboratory (LANL). Mr.
Frye provided mechanical engineering/design of the industry's first "CCBA"
process unit for converting industrial wastes into ceramic aggregate that
was successfully operated at the Rohr Industries plant near Chula Vista,
California. From 1988 to 1995, Mr. Frye served as Executive Technical
Consultant to LANL's Waste Management Division. He also engineered an
electric infrared conveyor-type incinerator facility for the Portsmouth
(DOE) Gaseous Diffusion plant and has provided conceptual design for hot
cell manufacturing of nuclear fuel elements for space station reactors
in the 21st Century. International projects included a uranyl nitrate
solvent extraction plant for INER, Taiwan, a petroleum coke calciner/desulfurizer
unit for GOFI, Egypt; a chlorine cell casting unit for DOW-Korea; a synthetic
rubber additive unit for Petroleos Mexicanos; a North Sea bulk cement/drilling
mud terminal; specialized petrochemical systems/equipment for ROMCHIM,
Romania; an integrated gas field installation for Petrobangla, Bangladesh;
a deep well drilling rig for Colombia and engineering of RADWASTE treatment
systems for Ontario-Hydro of Toronto. Mr. Frye has served as Executive
